David Williams, LPC
David Williams received his undergraduate degree from Utah State University in psychology with a minor in Spanish. While in his undergraduate program, he interned with and was employed at the Cache Valley Detention Center working with residents experiencing a mental crisis. He then went on to earn his Master’s degree in clinical psychology from Idaho State University. He completed his internship at the Bannock Youth Foundation counseling adolescents and families.
During his sixteen years of employment with the Bannock Youth Foundation, he addressed the needs of at-risk youth and developed and managed a suicide hotline. This hotline inspired him to want to further help people in these areas. David has experience with a wide variety of client populations. His specialties include anger management groups, counseling for at-risk teens, and he has experience with individuals who suffer from schizophrenia and extreme mental illness.
He has provided counseling, drug court, and advocacy for persons with addictions and substance use. He also facilitated multifamily groups for English and Spanish speakers. Throughout his time working with adults and adolescents, he focused on strength-based and person-centered approaches with his clients. He believes in motivating the client and helping them find their passion in life. He uses dialectical behavior therapy (DBT) as well as other evidence-based treatment modalities with his clients.
David also has a side passion for working in sports psychology, specifically with sports injured athletes. In his spare time, he enjoyed coaching his kids in fast-pitch softball, football, and basketball while they grew up. Now he and his children like to travel, run races for charity, ski, and paddleboard.
Catlin Palmer, LMSW
My name is Catlin A. Palmer, LMSW and I have been in this field for over 12 years. I specialize in working with individuals struggling with relationship issues, depression, anxiety, and PTSD/Trauma, but more specifically with addiction and OCD. I have been diagnosed with OCD and have struggled with depression/anxiety due to the mental health challenges OCD presents. Further, I am currently in recovery from addiction and have been for the last 3.5 years. Getting clean and staying away from drugs has been bar-none, by far and away, the most difficult thing I’ve ever done in my life. Yet, I know that if I can do it, so can YOU!
As a therapist, I truly have a genuine passion to help people and I know without a doubt, my purpose in this life is, simply put, to transform peoples’ lives. I love what I do for a profession. I am entirely grateful for being lucky enough to discover a career that makes me feel so alive. Never has anything felt more right, fulfilling, and motivating. I am passionately in pursuit of transforming this world into a better place, one individual at a time...and you’re here to witness it...or better yet, be a part of it.
Savanah Packard, MSW
I was born and raised in Pocatello, ID and obtained my BS in human services and MS in Mental Health Counseling at Montana State University-Billings. I was encouraged to apply for these programs based on my desire to help those in need and my heart for advocacy. During my time of study, I worked as an ADT case manager at Passage’s Women’s Center where I worked with adult females overcoming the afflictions of addiction. I completed my internship hours at Passages, as well as the Yellowstone County Attorney’s Office as a victim’s witness assistant. When I relocated back to Pocatello, I worked as a CBRS or (community-based rehabilitation services) worker helping children and adults with mental illnesses, anxiety, depression, behavioral problems, and trauma. I received my LPC in December and now I am a part-time employee at Stillwaters as a counselor. When I am not working, I love spending time with my beautiful family and my animals. I enjoy fishing, camping, and spending time outdoors, as well as collecting vinyl records.
As a provider, I felt a strong spiritual calling to provide healing services to those in need by putting myself in a position to do so. I believe that through empathy, compassion, and selflessness, I can give my patients the tools they need to build the lives they have always wanted. I love providing outlets and opportunities for my clients to grow, change, and transform into healthy, functioning individuals with renewed passions and interests. The Lord will always be my reason and purpose and I provide spiritual elements in my therapies as well, including prayer and reading the written word of God. I have worked with individuals across a very broad spectrum and a have a large background in helping others overcome adversity. My passion and fire for advocacy comes from my faith and who I am at the core. Without that, I would not be where I am today. I have been gifted with the opportunity to have a positive impact on the lives of others and for that, I am eternally grateful.

Cecelia Buell, CPSS, CYSS , QA Manager
Hi there! I’m Cece, a Certified Peer Support Specialist through Stillwaters Counseling. I obtained my peer support credentialing in 2019 and felt inclined to do so due to my lived experience with mental health and recovery. Since then, I have also obtained my CYSS certification so that I can now also support youth in their recovery. I believe in everyone’s innate ability to enter into recovery when they are supported, empowered, and believed in. I am passionate about empowering my peers to reach their goals, big or small, and supporting them in overcoming whatever is hindering them in reaching their full potential.
Although the majority of my experience is from working with those struggling with addiction, anxiety, depression, and eating disorders, I truly enjoy working with all populations and believe that connection can happen no matter the differences in our stories. I am grateful for the role that mental health services played in my recovery and believe they helped me get to the place I am today. When I am not working, I enjoy spending time with my two boys , shooting photography, watching documentaries, and listening to podcasts. I love the color pink, I am a Pittsburgh Steelers fan and one of my favorite quotes is: “Owning your story is the bravest thing you’ll ever do.” - Brene Brown. I look forward to meeting you and hearing about your goals, inspirations, and what life in recovery looks like to you.
Ethan Moss, CPSS CYSS
Hi, my name is Ethan Moss. I am a certified Peer Support Specialist here at Stillwater Counseling. I moved to Blackfoot in 2022. Prior to coming here, I spent the last 14 years working in various school districts assisting students in need of comprehensive school and community treatment, which is just a fancy way of saying students who needed one on one guidance from a mentor who was equipped to support them through the struggles that they encountered at home, school, and community. This experience gave me time to really appreciate and enjoy the relationships that were built. I learned, even more, about the value of having a trusted connection in your corner, especially in your darkest moments. Being a support specialist, you might think you are immune to real struggle, that you have all the answers, and that nothing can pull you down. Not true. I had to learn for myself that the dark days do come and I have had my own moments of being drug down by those trials. I had to seek support. How grateful I am to those who helped shoulder my struggles with me. Through my own personal experiences with struggle and the experiences I witnessed, while supporting students and their families, I became passionate about helping others find the happiness that they truly deserve. Pain, suffering, trauma, addictions, and mental health struggles can happen to anyone at any time, but I believe that there are things we can do to help manage those issues rather than let them manage us. I genuinely want those I work with to know that my greatest desire is to help them be the best version of themselves. I want to be a light at the end of that tunnel to help you see the value in yourself, the solution to problems, and find the strength to overcome your greatest struggles. I believe that everyone has their own unique abilities and strengths. And because of that, we can all learn and grow from one another. On a personal level, I am married with 4 children. I enjoy watching my kids play sports and excel in their academic pursuits. I love the color orange because it reminds me of a sunrise giving a new start to a new day. I’m definitely a sports fan, music lover, and appreciate a good comedy. Last but not least, I still think wearing my hat backward makes me cool.
Athena Martin, BS , CPSS/ Recovery Coach
I am a Community Based Rehabilitation Specialist, peer support and recovery coach and have been a Case Manager for a year now, and I love the fact that I am able to help others, in addition to being able to watch others grow and learn. I have a ton of compassion and empathy for others. Some of my hobbies are that I love the outdoors, horseback riding (when I get the chance), knitting, and collecting shot glasses. I am a wife, mother, and grandmother. I am blessed with a wonderful family. I have a visual impairment that could be considered a weakness but it is actually one of my best strengths. I say that only because though my eyesight is bad I am able to see past the outside appearance and down into people’s hearts. I have been through a lot in my life and I truly feel that due to the traumas and mental health diagnoses I received, I am better able to bond with others. I am not ashamed of my personal mental health problems because they have helped me to understand others better. This is where I am able to have compassion and empathy towards my clients and the individuals I work with.

These are areas where I believe personal experiences will help me make an impact. I am a firm believer that God has brought me to where I am and He will continue to guide me. My aim is to help others reach their goals; my passion is to see the changes when they do.

Bo Smith- CBRS
Madison Rhodes- CBRS
Austin Job , CPSS
Truthfully, I have had a few rough patches in life, and am few years sober from drugs. I did not think I was smart enough or capable enough for college. Then I found the START program at ISU, and it changed my attitude and direction! I found community, I found support, and I found a career I have a passion for, which is to become a drug and alcohol rehab counsellor. I am an older college sophomore who enjoys mountain biking, rock climbing, self-care, and meditating. I am now a mentor in the START program, and I find fulfillment in it. I am not alone in having challenges, and giving back in various ways, such as being employed as a Peer Support (similar to a counsellor, it is a mental health professional certified by the State of Idaho) has become so rewarding! I look forward to meeting you wherever you are at, and serving you in the very best of ways that I can. With both of us together, progress is inevitable.
Ashley Cornwall- CBRS
I graduated from American Intercontinental University in 2012, and started in the mental health field in 2013. I have been doing CBRS and Case management off and on since that time. During the time I was away my focus was in developmentally delayed, primarily adults. In my time in this field I have ranged in focus from substance abuse, dual diagnosis, anxiety, depression, geriatric (dementia; symptoms/traits), etc. and have been working with children for the last year. I enjoy being outdoors, traveling and am usually up for any outing.
Brontee Barker, CPSS
My name is Brontee Barker and I am a Certified Peer Support Specialist here at Stillwaters. I received my certification in the Summer of 2024, and have been in recovery since 2019. This career path was very intriguing to me as I could incorporate my own life experience, and my passion for helping others into one. I have experience in my own mental health recovery, as well as experience in relationships with recovering addicts. I have been a curious person for as long as I can remember, people and their stories continue to fascinate me. Recovery is an ongoing battle, with twists and turns, and nobody can do it for you. But there are people who are familiar with walking through unknown territory, offering empathy, and companionship on your journey. That’s what I am here for. One of my favorite sayings is in Latin and it reads, “Aut viam inveniam aut faciam”, which means “I will either find a way, or I will make one”. The point is to continue; and to know you don’t have to walk the path of recovery alone. I am happily
married to my husband John, and I’m a mom to three incredible children and one dog. We enjoy a combination of indoor and outdoor activities, but my favorite thing to go do with my family is
rockhounding. It’s so much fun to see the joy that something as simple as a “cool rock” can bring. I
believe that everything has beauty, but not everyone can see it.
